Cross-agency collaborations in community art engagement: Examining opportunities and challenges in Singapore Art Week 2023 and 2024
This thesis investigates the challenges and opportunities of community art collaborations during Singapore Art Week 2023 and 2024. It highlights cross-agency collaborative efforts within community arts during the 2023 and 2024 Singapore Art Week, focusing on their impact on collaborative processes and artistic practices.
This thesis adopts a multi-prong approach to explore how diverse agencies and stakeholders converge, interact and co-create within the dynamic landscape of 2023 and 2024 Singapore Art Week, exploring their nuanced experiences and perspectives. The thesis studies the partnership of the National Arts Council and the People’s Association with community artists to elucidate the complexities of multi-partner community art engagements. It examines cross-agency collaborations' sociocultural, economic and political dimensions, including power dynamics, inclusivity and diversity issues.
The study enhances our understanding of Singapore Art Week as a cultural convergence point by analysing the interactions among community artists, statuary boards, policymakers and community partners. It offers valuable insights into the fostering of vibrant, inclusive and resilient artistic communities and contributes to ongoing discussions in community arts, cultural policy and innovation collaboration.
Therefore, this study underscores the importance of collective action and ground-up initiatives in shaping the future of art production, artistic development and community engagement in Singapore.
